DMA Live is the European network for live music associations representing venues, clubs and festivals in fifteen countries. They have recently produced a document headed ‘Music Is Not Noise’ - any future environmental noise regulation must safeguard the cultural rights to live music and artistic freedom’.  

A really interesting read and some valuable information should your situation with your licencing ever get to discussions about noise levels.
