Subject: Underspend on Culture Recovery Fund: Grants (first round)

Hello,

We are happy to be able to confirm that DCMS has advised that, due to the changes in restrictions brought about by the introduction of tiers and current lockdown, any remaining underspend on your Culture Recovery Fund grant may now be used during the period 1 April – 30 June 2021.

It may be used for eligible costs under both the first and second Culture Recovery Fund: Grants programmes.

Eligible costs for the first round programme included:

  • Covid compliant creative and cultural activity eg socially distanced visitors/audiences/performers
  • New work and remounts
  • Freelancers’ costs
  • Touring and costs associated with transferring or sharing existing activity with other cultural organisations
  • Digital capture, creation and distribution
  • Commissioning creative or cultural activity for delivery in the future
  • Associated costs with activity eg marketing
  • Rebuilding reserves up to a maximum level of 12 weeks of turnover

As previously stated, it is not permitted to have received CRF: Grants round one funding for staffing costs, and sought Coronavirus Job Retention Scheme funding to cover the same costs. In this situation, the funds awarded for staffing costs cannot be repurposed, and this part of your round one grant will need to be returned. If you are NOT intending to apply for a grant in the second round of the Culture Recovery Fund: Grants programme, please read and action the following points carefully:

  • You should send an email to [email protected] and ask permission to use the underspend
  • This should be accompanied by the attached template, setting out clearly how you intend to use the underspend, ensuring that the costs are eligible under the criteria for one or both programmes (as set out above)
  • We will confirm as soon as possible whether you have been granted permission to use the underspend as set out
  • If we believe that all or some of the costs you set out are not eligible, we will not grant permission for you to use the underspend for ineligible costs and will reduce payments to you and/or ask for the funds to be returned
  • If you do not use the attached template, we will not grant permission for you to use the underspend and will reduce payments to you and/or ask for the funds to be returned
  • Please note that you will still be required to submit an activity report form, together with certified accounts, to claim your final payment
  • You should submit your request to us no later than midday on Friday 29 January 2021

If you ARE intending to apply for a grant in the second round of the Culture Recovery Fund: Grants programme, please read and action the following points carefully:

  • You should complete the attached template, setting out clearly how you intend to use the underspend, ensuring that the costs are eligible under the criteria for one or both programmes (as set out above)
  • You should attach the template to your application on Grantium
  • You should not include Culture Recovery Fund: Grants (first round) expenditure in the Expenditure table within the Culture Recovery Fund: Grants (second round) application form. This should solely be what you are requesting the new grant for, rather than any repurposing of an underspend.
  • You should include Culture Recovery Fund: Grants (first round) income in your financial documents in your new application
  • A decision on whether you may use the underspend will be made at the same time as your application is reviewed
  • We will confirm by the end of March whether you have been granted permission to use the underspend as set out
  • If we believe that the costs you set out are not eligible, we will not grant permission for you to use the underspend and will reduce payments to you and/or ask for the funds to be returned

 

  • If you do not use the attached template, we will not grant permission for you to use the underspend and will reduce payments to you and/or ask for the funds to be returned
  • Please be aware that while we may grant permission for you to use the underspend, this does not guarantee that your application to the Culture Recovery Fund: Grants programme (second round) will be successful
  • It is also possible that your application to the Culture Recovery Fund: Grants programme (second round) may be successful, but that permission to use the underspend may be denied
  • Please note that you will still be required to submit an activity report form, together with certified accounts, to claim your final payment
  • We are unable to extend the period during which applications for the second round of Culture Recovery Grants can be submitted – the deadline remains midday on Tuesday 26 January 2021

If you are currently working on an application to the Culture Recovery Fund: Grants programme (second round) in our online grant management system, Grantium, you will notice that the application form has updated. You should ensure you:

Tick the box on the Basic Details page that says ‘Please tick here if you are including a request to extend and repurpose your Culture Recovery Fund: Grants (first round) grant’

  • Ensure you add the template attached to this email to the Attachments page in Grantium

If you’ve already submitted an application to the Culture Recovery Fund: Grants programme (second round), we will be in touch separately on how you can make adjustments so please await further instruction.

We are unable to extend the period during which applications for the second round of Culture Recovery Grants can be submitted – the deadline remains midday on Tuesday 26 January 2021.

Subject: Adjusting your submitted application to include a Culture Recovery Fund: Grants programme (first round) underspend

Dear

Following an earlier notification, we are getting in touch to outline how you can update your application to include details of any Culture Recovery Fund: Grants (first round) underspend.

We have updated the application form to include the option for you to indicate if you are requesting to extend your Culture Recovery Fund: Grants programme (first round) grant to be used between 1 April – 30 June 2021.

If you’d like to include a request to extend and repurpose your Culture Recovery Fund: Grants, please contact us on [email protected], and we will arrange for your application be re-opened . This will happen within three working days.

Once we re-open the application, you should ensure you:

 

  • Tick the box on the Basic Details page that says ‘Please tick here if you are including a request to extend and repurpose your Culture Recovery Fund: Grants (first round) grant’
  • Ensure you add the template attached to this email on the Attachments page
  • Go to the Submission Summary page and resubmit your application

 

We will consider this underspend whilst processing your application to the Culture Recovery Fund: Grants programme (second round). We will let you know our decision no later than the end of March 2021.

Q&A

Q Can I extend my CRF1 funding into the CRF2 period?
A We have confirmation from government that this is now possible, providing any unspent grants are needed during April-June and can be deployed for costs which are eligible for either CRF1 and/or CRF2 costs. We have contacted all CRF1 recipients to advise them of this and to outline the steps they need to take to request permission for an extension.

Q Does this affect my CRF2 application?
A Yes, it might mean that you need to adjust your plans and budgets. Please see the email we have sent to you for more information, and allow time to consider the implications.

Q Does this mean I can have longer to submit an application for CRF2 as this affects my plans and budgets?
A The deadline for applications remains midday on Tuesday 26th January. We’re unable to extend this deadline as we need to keep to the published timetable in order to make funding decisions before the end of March.
